Upstream plot

Guo Wen-han is the mayor of Wanhe city. He has run for re-election, but is kidnapped a few days before the elections. This turns out to be a plot by a local petrochemical company to get Guo re-elected in exchange for approving their expansion plans. However, the planned kidnapping gets out of hand.
