Russian defector Gorenko (Max von Sydow) asks for political asylum from the United States. The United States Department of State attempts to have him smuggled out of the Middle East by Agent Richard Shannon (Richard Roundtree). However, they hadn't counted on the tough KGB agent Kesten (Chuck Connors).
