The Congress Dances plot

An Austrian prince hatches a plan to entertain his rival, the Russian Tsar, by surrounding him with beautiful women. This is to keep him away from the negotiating table in this way. However, the Tsar has a plan of his own: he hires a man who is his exact doppelgänger to imitate him and thus confuse the Austrians by being in different places at once. But in addition, both the Tsar and his doppelganger fall for the same woman...
