Mr. Chump plot

Bill "Scats" Small is a whiz at figuring out the stock market, but he has no money to actually invest in it. He'd rather not do any real work and is happier just playing his trumpet, much to the chagrin of the family with whom he shares his living quarters. He eventually gets a job with a touring band, but when he next returns home, he finds himself in a hotbed of romantic and licentious intrigue and must use all his wiles to keep order.
