Compo plot

At an agency that pays sickness benefits, civil servants are expected to distinguish between fraudsters, who receive benefits but work illegally, and people who are really entitled to benefits. Paul Harper is such a civil servant. He takes his work very seriously, unlike some of his colleagues. As a result, he is not very popular with those colleagues, at least the male ones, and his boss.
