The captain of a warship from a small Balkan state is tired of following the foolish orders of his queen. Her Majesty wishes to take a cruise to the Mediterranean Sea, while the country is bankrupt and its crew no longer gets paid. He decides to ignore her orders and heads for Monte Carlo.
