They're Off plot
On the racetrack, several spectators (all Goofy lookalikes) play on the ponies. A chic rich Goofy bets on the equally chic Snapshot III while another, more mundane looking Goofy bets on the scruffy Old Moe. When the race starts, Snapshot and his rider are so overconfident that they wait a few minutes after the race starts to run. When they finally start, Snapshot does dirty tricks, such as tripping and biting the other horses.
