Ying Quan plot
The Ching dynasty has just had to make way for the formation of the republic. The people are overjoyed, but the former Ching ruler Chin Su wants his power back. He manages to get the deposed Ching leaders to hand over all their power to him. Of course this is not worth anything yet, but once his plan is carried out he will be the absolute ruler. This is recorded in a document that ends up in the hands of police chief Hou by a detour and by sheer coincidence. He is shocked by what is in the document and decides to take action.
