In the banana republic of Bianco, rebels led by Diego de Costa manage to capture a battleship. They want the president of their country, who has been visiting the British consulate, to be handed over to the rebels within six hours, otherwise they will blow up the consulate with the battleship. Markham, the captain of a small cruiser, is in the harbor of Bianco and is in a difficult position because he cannot fire first.
