"He was a shooting star headed for the big time, until he took the fall. Nobody escapes the streets."

Dakota Smith is an ex-cop and former private detective who has a tendency to work for the community. When a young basketball player gets into trouble with drug dealers, he turns to Dakota for help. In the end, the drug dealers send a number of lunatics to the basketball player with the intention of killing him. They accidentally hit Rex Stevens' family. Frustrated by the incompetence of the corrupt police, Smith, Stevens and their friend Frank Harris take on the drug dealers. In doing so, they have to deal with Felix, an insidious and ruthless hit man.
