A corrupt police chief takes money from foreign secret services. When a dog disappears from one of them, the owner demands that it be tracked down. Not easy for the police chief, because the dog may have been kidnapped or simply ran away. So he's just looking for someone to blame: case solved. However, the scapegoat's family is not going to let it go.
