Innocent scientist Hoffmann accidentally becomes involved in a riot between left-wing youth and riot police, in which a police bullet seriously injures him in the head. He loses his memory, after which the authorities create a fog bank by claiming that Hoffmann is a terrorist, who allegedly threatened an agent with a knife.
