In a society where 90 percent of the wealth is owned by a small elite, The Enemy with 20 Faces is the one who like Robin Hood steals from the rich and gives to the poor. A circus acrobat is falsely accused of being this Enemy. He manages to escape from prison and has to go in search of the Enemy himself, to clear his name. He gets the help of a beautiful police officer.
