In a small Russian port in the 1930s, Ivan Lapshin (Andrei Boltnev) is a police inspector. He is very industrious and wants to cleanse the area of criminal elements. He is still passionate about the Stalinist revolution, but distrust and disillusionment are already apparent around him.
