"Somebody is watching ... somebody is taping ... somebody is planning ... to murder you."

A nighttime swim ends fatally for a beautiful young woman. After the sheriff shuts down the investigation, Jesse, the ambitious news anchor at a local TV station, discovers a videotape of the drowned woman being followed. Jesse decides to investigate the case with some colleagues. When a new victim falls, a new tape pops up. After watching it, they are convinced that they are on the trail of the culprit. But then it turns out that the killer is also watching them.
