Young mayor Nick Wasicsko is commissioned to build 200 homes in Yonkers for low-income people in a wealthy, white neighborhood. Fearing that the construction of social housing will plunge real estate prices and the prestige of the neighborhood, the city is divided into two camps. While the city and its government are pressured by federal court with large penalties, the mayor in his own city is cornered by, among others, Henry J. Spallone, a political rival who refuses to participate in the housing project.
