Jake Kilkanin is a former police officer. He has retired early and lives a quiet life in California. The city of Baja is suddenly shaken by a series of murders. The murders crisscross the city and the police suspect they are random. Jake, who comes for an interview with his old employer, learns that there is more to the murders.
