Guy Manley, a former top intelligence officer, is called out of retirement by his former boss, Buck Cash, for one final mission. His assignment is to eliminate Buck's brother, Rich Cash. He must ensure that Rich is not elected mayor of the city, so he doesn't become the most powerful person in the world.

Well, the film starts with a warning, and it's not unwarranted. This film was shot on an extremely low budget, but it has a plot reminiscent of a James Bond film. It features a perpetually drunk spy and a strange servant who have to carry out a mission. Unfortunately, it never really gets funny and falls short of the mark. If you're a cult fan, it's decent, but it's never going to reach a wide audience. And that's not a bad thing at all.
