Excellently directed tragicomedy about 40-year-old Herbert [Thomas Höppener] who, as a clerk at the town hall, sticks to the rules to the letter. Until his mother [Celia van den Boogert] forces him to live on his own. He uses his knowledge of rules to get a room in a student house and learns there that order and regularity are not as self-evident as he thought. In order to survive, he will have to adjust his lifestyle and attitude. With his slightly dazed look and his measured raised voices, Höppener finds the right balance between pathetic and touching and makes Herbert a recognizable, sympathetic character. Although most of the characters are essentially archetypes, Bredero ensures that no one lapses into caricature. Nazmiye Oral (as passive-aggressive colleague Jenny) and André Dongelmast (as alleged fishing fanatic Freek) are the most striking. The last shot is brilliant.

A wonderfully fun surprise, with a plot that may not offer too many surprises but that nevertheless has enough humor and fun characters along the way to keep the film constantly entertaining. The central role is of course Thomas Höppener's performance, and boy does he do this well, always cool but also very human, and his change at the end is very natural and "gradual" without him suddenly becoming a different and much more decisive person. But that great acting actually applies to the entire cast, and in that respect I have to pay a big compliment to the director: in addition to the Mees Kees films, I also knew her from the first Maud & Babs series, and there too the acting was perfectly natural - I think we can take that credit for her. Project Herbert is in any case one of the nicest and most entertaining Dutch films of recent years.
