After ManBearPig causes a drought, several city leaders decide to put restrictions on the water supply of Denver, Colorado. Several civilians, including the owner of Pi Pi's Splashtown, are in trouble as a result. As Randy Marsh embraces the identity of a Karen, the Black family decides to use the water supply at their farm to start a power service. Eric Cartman is also tired of living in a hot dog stand. When he discovers that a mansion is being built across the street, he sets out to attract the owner with breast augmentation surgery.

A pretty original idea to package an existing concept. For a long time, that keeps the build up pretty solid and I remained interested to see what path Parker and Stone would take. Once that direction has been revealed a bit, the power decreases. Fortunately, for a long time it's quite funny and Cartman's antics are still entertaining. Once characters like Pi Pi appear (why bring him back again) the level drops a bit to mediocre, but the style remains entertaining and it doesn't take too long at 48 minutes.
