In East Cleveland, Ohio, on November 29, 2012, a police chase ensued that lasted 22 minutes. Thirteen police officers chased African-American Timothy Russell and Malissa Williams and riddled their car with 137 bullets. One of the officers, Michael Brelo, fired 49 rounds. This documentary takes a critical look at law enforcement at a time when Americans are clamoring for justice as police brutality continues to claim more black lives.

On November 29, 2012, Timothy Russell and Malissa Williams were killed after 13 Cleveland police officers riddled their car with 137 rounds. On November 2, 2014, 12-year-old Tamir Rice was shot and killed in Cleveland for walking around with a pellet gun in a park. In both cases, the officers involved invoked either their right to remain silent or their right to self-defense, fearing for their lives. No convictions were obtained. Milano speaks with relatives of the victims, then-District Attorney Timothy McGinty, and police union leader Steve Loomis to illustrate the divide between the police and (particularly) the Black community in Cleveland. Excerpts from the talk show of local radio hosts Mansfield Frazier and Alonzo Mitchell offer a cross-section of public opinion. This solid, but unremarkable documentary is well researched and, using footage from bodycams and surveillance cameras, provides a good picture of the course of both tragic events.
