It has been twelve years since the end of the second Neo Zeon War, but military conflicts continue to erupt. The inhumane policies of the Earth Federation forces civilians into space by force. Amid the chaos, Mafty, a government opposed to federation and the corruption of Earth's leaders, is gaining more and more power. The group is led by Hathaway Noa, the son of Bright Noa, an officer of the Earth Federation who fought during the One Years' War.
