"Against the vicious racketeers who rule a terrified city!"
The criminal 'Big Bill' Anderson has been chased from a town by the authorities. Immediately, in another city, Big Bill goes through his criminal activities. District Attorney Dexter Wayne is unable to obtain any concrete evidence against Anderson. Dexter therefore orders his assistant John Carter to uncover more criminal facts about Big Bill. To accomplish this, Carter joins Anderson's gang as a so-called criminal to gather evidence.
