The city of Antwerp is infested by a dangerous serial killer who kills his victims in cold blood, dubbed "The Antwerp Killer". An agent of the Antwerp BOB is determined to get this killer under lock and key. The notorious worst Flemish film of all time, yes as the biggest premiere opening film of your film festival. At the very last moment the director showed up with less than an hour of film (with a flashback of almost 10 minutes somewhere). Organizer Jan Verheyen and the minister of culture quickly fled the premiere. Very young director Luc Veldeman was immediately the laughing stock of Belgium and when some scoundrel released the thing on VHS, papa Veldeman went all over Belgium to buy up and destroy all copies.

The film itself is terribly acted and those few action scenes are indeed pitiful. It doesn't really have much to do with a slasher. There is hardly any plot. Still, it is quite a nice film, Antwerp 1983, with a John Carpenter-like soundtrack, Cocteau Twins in the pub, 80s neon signs, dialogues that were made up on the spot, a drug-related settlement that has nothing to do with the rest of the film at all ... Brussels by Night made by a teenager with a John Carpenter fascination. In my opinion, 96% of Dutch feature film production scores worse than this remarkable youthful sin.
