Blackout plot
"The night the power failed.... and the shock began!"
A pair of dangerous criminals are transported from a mental asylum to prison on a stormy night. When a power outage occurs, they escape and terrorize the residents of a huge nearby apartment building. A dedicated agent tries to protect the people of the building.
