In a secret government experiment, an aggressive enhancer is mixed into a town's drinking water. The drug accidentally ends up in the sea, after which a school of barracudas turns into man-managing monsters that attack the bathers. When even deaths start to fall, a marine biologist and the local sheriff decide to start their own investigation.
