"Two men's fate shatters like wave"
Gil-seok leads Gangneung's largest underground gang. He values peace and loyalty. One day, Min-seok, an up-and-coming crime boss from Seoul, appears right in front of him. He wants to become the owner of the largest resort in the city. While also striving for an orderly life without violence, Min-seok employs all sorts of deceptive means to get hold of the resort. His pranks spark a war that spirals out of control between the two organizations.
