Marked for Murder plot
Psychologist Jean Horton (Laura Johnson) introduces a new method of rehabilitation for inmates: they can be pardoned by cooperating with the police. Commissioner Jack Reilly (Billy Dee Williams) believes in this system and, against Jean's advice, he chooses Mace (Powers Boothe), a tough boy serving a 15-year sentence. However, Mace turns out to be a fervent fighter against evil and he takes aim at local gangster boss Bats O'Bannion. His only condition is that he wants to work alone, because he doesn't trust the corrupt police force.
