The Prime Minister Gayatri Bachchan (Raakhee) of Goa (state of India) is popular with the people. Not everyone appreciates her services. She also has enemies including the unscrupulous and criminal businessman Thapar (Amrish Puri). When his attempted bribery fails, he sends his scantily clad confidant Rani (Deepshika) to Bombay to hire a hit man. Private detective Raj (Shah Mirza Khan) is active in Bombay. Raj is a young man who still lives with his mother. He wants to become a detective in order to follow in his father's footsteps. Under a pseudonym, "Baadshah", he runs a detective office in Mumbai. But his case never got off the ground. He receives few orders. He is currently engaged in a covert operation for stolen diamonds. This operation and Rani's assignment become intertwined and lead to many hilarious situations. No one knows what the other is doing, and so they end up in a situation where everyone suspects everyone else.
